The Challenge
VeteranPro serves 78,000+ registered veterans, but its hotline had just 8 operators for thousands of daily calls. Most were routine questions about services and procedures that were already documented, yet hard to find – so veterans waited a long time for basic answers.
The Solution
Tech-5 built an AI information assistant on Amazon Bedrock that answers general questions 24/7 from VeteranPro’s verified knowledge base – in text or by voice. It is a reference assistant: it does not submit applications or handle personal data.
From chatbot to information assistant
The assistant uses RAG: it searches VeteranPro’s knowledge base with hybrid semantic and keyword search and answers only from verified documents. Results are filtered by veteran status, ministry and service category, and Ministry staff add new documents through an admin panel.
For many veterans, typing is not the easiest way to ask for help. So we added a voice channel right in the portal: veterans ask a question out loud, see it transcribed and hear the answer read back via ElevenLabs. Replies start streaming within about 10 seconds.

A veteran shouldn’t have to dig through pages of documents or wait on a hotline to understand how to access a service. On Veteran PRO, they simply ask, by typing or out loud, and get a clear answer from more than 700 verified Ministry documents, 24/7 and without even signing in.
Around 10,000 questions from users were already answered by the chatbot. A significant share of those conversations were held by voice – that especially matters for veterans who find typing difficult because of injuries. Together with AWS, TECH5 and ElevenLabs, we turned the technology into a service veterans use every day.”
